I think that Forth Ports have something to do with this although it is not said in the article.
I also heard on the planning grapevine that a certain Forth Ports management figure in property said to an audience this week that Forth Ports have no intention of ever developing the Docks as per the outline planning and that they are now considering all sorts of alternatives hence the BIG WHEEL, bur get this how about a huge bio mass generator.

The Big (but slightly smaller than the London wheel) Wheel was certainly a bit of a surprise. Is the giant Biomass generator a Forth Ports idea/rumour?

I know they're planning to build ones in Dundee and elsewhere...
